How affordable is voice-to-speech?

What are the recommended options for turning a text based chat bot into one that uses voice input? For example, it looks like Google will sell voice-to-text conversion as a service for ~$1.44 per hour, per user (ouch!). I didn’t look into the programming API.

I would be glad to hear about alternatives.
